SEOUL, April 8 (Yonhap) -- Prosecutors on Wednesday indicted Kim Hoon, a 44-year-old resident of Namyangju, just east of Seoul, who was arrested last month for stalking and killing his ex-girlfriend while wearing an electronic ankle monitor.
Kim allegedly broke the windows of a car his former live-in partner was riding in, killed her and fled in his own car on March 14. The case has sparked criticism that the authorities failed to protect the 27-year-old victim even though she was wearing a smartwatch as a subject of police protection and the suspect was under various restraining orders for stalking her.
The Namyangju branch of the Uijeongbu District Prosecutors Office applied six charges, including retaliatory murder, special property damage and violation of the electronic monitoring law, against Kim.
Kim was previously sentenced to prison on two occasions for sexual offenses, including rape, in 2009 and 2013, and wore an electronic ankle monitor after his release in accordance with a court order.
He has also been diagnosed as a psychopath after meeting the criteria for antisocial personality disorder in a recent test. A score of 25 or more out of 40 points is considered psychopathic, and Kim reportedly got a score of 33.
Police disclosed his photo and personal information days after his arrest.
